I intend to pay for this second account with GTC's, however the fee for going to a full account is normally 20 euro's, but how does this apply when I would buy a GTC? Do I end up with less than 30 or 90 days? Or is there no penalty?

While I'd agree Eve can really suck up your resources, there is no way that any software should be able to overheat your pc, that is always a fault in your hardware configuration.
